The UAE's healthcare sector is booming, and qualified doctors from around the world are building rewarding careers in Dubai, Abu Dhabi and the northern emirates. But before you can practice, you must be licensed by the right health authority. Here's how the process works.
Which Health Authority Licenses You?
The UAE has three licensing bodies, and the one you need depends on where you'll practice:
- DHA (Dubai Health Authority) — for practicing in Dubai's private sector
- DOH (Department of Health Abu Dhabi) — for Abu Dhabi
- MOHAP (Ministry of Health and Prevention) — for Sharjah, Ajman and the northern emirates
Each authority has its own portal, exam and fee structure, but the core steps are similar.
Step 1: Confirm Your Eligibility
Requirements vary by specialty and seniority, but as a general rule you'll need:
- A recognised medical degree (MBBS/MD or equivalent)
- A completed internship plus post-qualification experience — typically 2 years for general practitioners and 3+ years for specialists after their specialty certification
- A current license to practice in your home country
- A certificate of good standing issued within the last 6 months
Step 2: Complete DataFlow Verification
All three authorities require Primary Source Verification (PSV) through DataFlow. Your degrees, experience certificates and license are verified directly with the issuing institutions. This typically takes 15–45 days and costs roughly AED 800–1,200 depending on the documents.
Start DataFlow early — it's usually the slowest step in the whole process.
Step 3: Pass the Licensing Exam
Most applicants sit a computer-based Prometric exam covering their specialty. Some senior candidates (e.g., Western board-certified consultants) may be exempt. If you pass, you receive an eligibility letter valid for one year.
Step 4: Secure a Job Offer and Activate Your License
Your license is activated once a UAE healthcare facility sponsors you. The facility applies to activate your license under its establishment, and you complete:
- Medical fitness test
- Residence visa and Emirates ID
- Malpractice insurance (arranged by you or your employer)
Costs and Timeline at a Glance
| Item | Typical Cost | Typical Time |
|---|---|---|
| DataFlow verification | AED 800–1,200 | 15–45 days |
| Prometric exam | AED 1,000–1,500 | Book within weeks |
| License application & activation | AED 1,000–3,000 | 1–4 weeks |
| Residence visa & Emirates ID | AED 3,000–5,000 | 1–2 weeks |
End to end, most doctors complete the journey in 2–4 months.
